Medicaid application rejected. Reason: Ineligible alien?

I just received a letter in my mailbox from the department of health and human services. According to them, im ineligible for medicaid because i am an “ineligible alien”. I came to US with a F1 student visa. Im currently 12 weeks pregnant and I really need Medicaid. I am devastated when i found out that im ineligible for medicaid. Can anyone tell me what I can do? Is abortion the only answer for me now because I cant afford the medical bills? I do not want an abortion! Can anyone help me? The baby’s father is an american citizen but he doesnt want to be responsible. Btw, I am currently in Nebraska.

11. Medical and Health Insurance
All F-1 students and their dependents must be covered by the Seminary’s medical and related health insurance plan. There are no exceptions to this requirement. The plan is administered by the Office of Admissions and Financial Aid. Failure to comply with this requirement shall result in program termination for the F-1 holder and all F-2 dependents.

States can use SCHIP funds to provide prenatal care to
pregnant women, regardless of their immigration status.
In 2002, the Centers for Medicare and Medicaid Services,
which administers the SCHIP program, amended the SCHIP
regulations to provide states with the option of providing
SCHIP-funded prenatal care without applying an immigration
test. The rule extends SCHIP eligibility to a pregnant
woman’s fetus, which does not have an immigration status
and is not subject to the restrictions. Currently, seven states
provide SCHIP-funded prenatal care to pregnant immigrant
women.

You may be able to argue that your fetus does not have an immigration status until it is born. I would go back up to that Medicaid office with all your paper work and ask to speak to a supervisor.

Call the office, ask for a supervisor, and tell them you want to appeal the denial. If it has been more than ten days since you were denied, you may have to reapply, as they don’t have to grant a hearing after 10 days from denial. If you are denied again, based on this “new rule” ask to see the policy in writing and request a fair hearing, or appeal. Someone beyond the local office will review your case, call you on the phone to discuss the circumstances, and rule on the denial.

As pro-choice as I am, not having medical coverage is damned poor reason to abort a pregnancy. You should have coverage and I think they are jerking you around cause they can.
