Does President Bush bear any responsibility in the miners deaths?
Since he ignored the Senate(which was Republican controlled). Why would he do that?
President Bush tapped the then-retired Richard Stickler last year to head MSHA(Mine Safety and Health Administration), but several senators balked,including Kennedy, who charged that when Stickler was a senior manager at a mine in West Virginia, the injury rate was three times the national average.
The Senate twice sent Stickler’s nomination back to Bush.
But when Congress left town last October for a break, Bush used his power to temporarily put Stickler in charge of MSHA.

But he made the appointment knowing the Senate disapproved, knowing this guy was more concerned about money than safety.
Yes, why have Congress at all?
This was an important appointment. Bush made the choice to appoint without congressional approval. With more power comes more responsibility.
We all know that Bush isn’t to blame for anything, hes told us time and time again that its all Clinton’s fault.
But it was Bush who has consistently put the leaders of industry into offices regulating the conduct of those same industries. Yes, Stickler is a prime example. The mine that killed those men had numerous violations, and they were given time to correct them, maybe too much time. Putting the fox in charge of the hen house isn’t the way to go when peoples lives are at risk. When you have policies that cut down on funds for highways and bridges so you can continue a war, well yes, the policy is to blame, and by extension so is its author.
