Health Insurance and Medicaid?

Im a full time, unemployed college student in Florida. I was currently under my fathers Medicare insurance (which for me would be Medicaid). Well I currently got knocked off because they said if I am already 19, I need to pay over $850 for a yearly copay. Does this by any chance have to do with these new laws being put in place by Obamas health care plan? Because I really do not have the money to pay for this and I wonder if this is new or if this has always been like that.
