Should Scotland decriminalise drugs and follow Portugal’s success?

The UN states that Scotland is the drugs capital of europe. I just read that the chief of police in Edinburgh would attempt to make the capital city hostile to drugs, but to date this has been a failure. On the contrary, Portugal decriminalised drugs and achieved:

*decreased overdoses
*decreased number of HIV cases
*an increase in users taking treatment for drugs abuse
*the lowest rate in lifetime Marijuana usage for >15 year olds in the E.U.

I am from Portugal and despite what some people think, drugs are NOT legal here.

What happened a few years ago was the de-criminalization of the possession of a certain amount of drugs, depending on the type of drugs.

Meaning, if you’re caught smoking a joint you won’t get arrested but you will be taken to the police station and fined.
But if you’re caught with a bag full of cannabis you will be arrested, prosecuted and probably put to jail.

Nevertheless, this system is working perfectly and it has decreased the number of addicts and even consumption. The next logical step would be to legalize hallucinogenics but that will take a while.
