Health alliance/hospital discount/ no insurence?

My friend recently applied for a health alliance discount in cinncinnati, oH and her income was just over $30 above the guideline, she does not have an insurence and applied for hospital assitance discount which is health alliance discount, and got disapproved as she made 30$ more then their income gulideline.
I had her call their customer rep, and the man refused to help and said sorry you made 30$ more and now you have to pay your bills, and there is no way you could be approved for more 100%
Can someone help from their experince how can she get them to give her 100% discount so her bills will be covered.

Every place is different. Sometimes from hospital to hospital, sometimes from county to county, sometimes from state to state. At Fairview, we require you to apply for medical assistance from the county/state first, but you can still be eligible for our free hospital services whether you are approved for medical assistance or not, depending on a number of factors. If your income is too high, you might still qualify (as long as it’s not too high). If you have excess assets (money in the bank, stocks, real estate, etc.), forget it. You can get Medical Assistance here if you’re slightly over income, too. But, if like in your friend’s case, you’re over by $30, then you’d have to pay that $30 first (it’s called a spend-down). Some hospitals and doctors, especially teaching facilities, will offer a financial exception in some cases, especially if the case will provide a good learning experience for doctors-in-training.
