Why allowing selling insurance across state lines would encourage competition and not lower health?

Aetna, Cigna, United Health Care, Kaiser (for example) are licensed to sell insurance in all 50 states, what exactly stopping them to compete with each other right now?

Some major insurance companies are licensed in all 50 states, many are not, and insurance laws are state-specific, meaning the each state has its own laws which insurance companies must follow. Employers buying health insurance for their workers make up the largest sector of interstate insurance providers. But when only a few insurance companies dominate a state insurance market, you have a satiation in economics called “oligopoly”, meaning few sellers. An oligopoly operates under the same supply-and-demand rules as a monopoly.
By definition, these companies are all separate, but make up a market called oligopoly, which means only a few sellers. An oligopoly functions just like a monopoly, in that there is price collusion, and by definition, this excludes free market-ism, thus keeping prices high.
Personally, I would not like to be insured by Aetna, UHC or Kaiser. They all suck. Don’t know about Cigna.
